To answer your question, no. The effect would be activated when the monster is Normal Summoned if and only if there are 4 [or more] Pyro type monsters. I presume the effect suffers the same draw backs as "Pot of Avarice"; if a target is removed before the effect resolves, then the effect disappears.

In example:

Player A summons "Royal Firestorm Guards" and activates the effect. Player A must choose the precise amount of Pyro-type monsters as targets for the effect.

Player B activates the effect of "D.D. Crow", removing one of the targets from play.

"Royal Firestorm Guards" effect "disappears".

...of course, that's only if I'm remembering my mechanics correctly. It has been some time since I've judged.

vk is right. the effect activates when summoned, but if the condition cannot be met, then it will simply resolve without effect.

it's a secret rare in the new GLAS packs. so unless you have ungodly luck, you're trading for it.

This is going to be killer in volcanic decks.

firestorm monarch. volcanics arent good enough on their own. but add in thestalos and raiza, and yum.
